The several States of the United States of America must be allowed to secede from the union if their citizens so desire.
By creating a PEACEFUL means to accomplish this, the United States will be in a position to avoid armed internal conflict should a State seriously desire secession (but have no peaceful means of accomplishing it).
Please help us avoid a replay of our last Civil War: provide a lawfully binding, and peaceful, means to secede.
