Create a medical plan that ensures the mentally ill the basic medication they need to be productive within society

To afford those who would normally be dependent on SSI due to a treatable mental disorder (such as bipolar II disorder) access to health care and/or medication and disorder maintenance so that they may be productive members of society rather than forced to be supported by the government due to lack of medication access.
