A national system should be created to allow for a phone-based hotline system for people, especially doctors and mental health professionals, to call in reports about individuals who have made threats to harm themselves or others by violent means, especially by using firearms, or are exhibiting otherwise concerning symptoms of severe mental illness with possible violent tendencies. This hotline would effectively place these persons on a national list of persons who do not pass a background check to purchase firearms. Currently doctors, teachers, and mental health professionals are mandated reporters who are required to report any allegations of physical abuse, sexual abuse, or neglect of children, elderly or disabled. A similar system should exist for for mental health.
