The office of the President of the United States upon reaching verified reports that students or staff members of schools and or colleges have been killed in an act of violence of the type commonly referred to as an act of mass killing shall direct that flags in the United States and its territories be flown at half staff. This shall be done so as to demonstrate support for those who have lost their lives, those who have been injured, the families and families of the victims, and as a show of respect for the heroism and noble efforts of the first responders to all such emergencies.
