Create a Military Coalition to secure peace, stabilizing the country of Syria, and to prevent mass killings

Submit a petition to the UN general assembly for permission to establish a United States led coalition for the purposes of establishing and maintaining peace in Syria and notably the mass killings that have been occurring with frightening frequency and without cause or provocation by both opposing sides while citing the other's previous mass killing as the justification. This coalition should be created with Russia playing an active leadership role due to their close relations with Syria.
If the UN is unwilling or unable to create such a coalition, the United States should use direct military force to secure peace and allow negations to commence while the country is stabilized.
Those with the power to stop these atrocities should be moved by basic human compassion to end the killings.
