Create a military program resembling that of the UNSC's and ONI's SPARTAN Project to give us an upper-hand in war.

We ask that you, the people of the White House, look into creating a Military program resembling that of HALO's UNSC and ONI's SPARTAN project. Doing this will give us an upper-hand in the war with tougher soldiers and advanced armor. The SPARTAN soldiers can also be used as peace-keepers and SPEC-OPS soldiers, as well as infantry. The technology will allow soldiers to withstand more damage and attacks from the enemy, reducing our combat losses and sending more soldiers home to their families.
