Create a more effective way to handle help and rehabilitate law-breakers rather than keep them under lock and key

I feel that the justice system is flawed and people that get sent to prison are not getting the help they need to recover, and grow away from a life of crime. the constitution says that "all men are created equal". that should go for even the criminals of society. instead of keeping them locked up in a prison system that will progressively make them worse . I believe that they should be rehabilitated to be a productive member of society. use the tax payer money from prisons to treat them instead of caging them. they probably cant afford the kind of help they may need from a possible mental illness. counsel and train them how to live healthy lives and then put them in an situation where they feel they succeed instead of thinking that crime is now the only option for them.
