By privatizing the pre-arrest phase of federal criminal investigations, government agencies can still set expenses, within the scope allowed by law, through the use of contracts with private companies. What is primarily saved is the expense involved in providing health benefits, paid vacations and retirement pensions.

Once sufficient evidence is obtained, sworn law enforcement personnel can then review the findings, obtain the warrant and make the arrest, creating a much more efficient agency.
