The Obama Administration supported changes to the regulations that define small businesses under NAICS by the SBA. Size standards that define small businesses were doubled for multiple industries including professional services 541 code and create an unfair competitive environment for smaller businesses competing in the Federal marketplace. Businesses with 100+ employees under 541 can now compete as small business.

The new regulations create a larger pool of defined small businesses that now qualify for SBA loans and contracting as small businesses but do not help the start up companies and blossoming 'very' small businesses that are trying to compete and thrive.
