Because it is common knowledge that myriads of government agencies overlap and serve redundant functions it is essential that trimming these agencies would prelude any tax hikes, and cutting existing services. There is a mind boggling waste in the federal government, this should be stopped and that ought to be the highest priority in my humble opinion.
