Create a more stringent process for gun ownership.

Current gun owners and prospective applicants must undergo a psychological evaluation as part of their back ground investigation. Any owner/applicant that has a history of violence must submit to counseling in order to purchase a fire arm or to avoid loss of privilege. Failure to submit to counseling could result in revocation of license or denial of application. Applicant/owner must also attend mandatory education on responsible gun ownership and in self defense to promote safety awareness. The cost of the added measures should be included as part of the application and licensing fees. Current gun owners who have satisfactorily passed a back ground investigation need only submit to psychological evaluation and education for an additional fee in order to maintain current license or permit.
