We the undersigned call upon you to push for the creation of an international peacekeeping ground force, pursuant to Chapter VII of the UN Charter. to achieve in Iraq and Syria as follows:
1. The defeat of ISIL with minimal casualties.
2. The rescue of hostages.
3. The removal and elimination of all seized weapons.
4. Consolidation of peace and stability in the region.
5. The safe return of refugees and people displaced by war to their respective home countries.
6. Support of the recovery and reconstruction efforts.
At least 500,000 boots (under control of the UNSC and assembled from the armed forces of member states) to thwart attempts at retaliation and escalation by ISIL, lest enemy forces outnumber official estimates.
