Create a national animal abuser database, that would include mandatory registration by all convicted animal abusers.

A national animal abuser registry is necessary to facilitate the placement of companion animals into safe adoptive or foster homes. Individuals, animal rescue groups, or animal shelters would have the ability to further screen potential adopters or foster caregivers. Currently, many individuals and groups maintain their own databases, however, we need to have one centralized database of all abusers in the country. A national database would allow these groups to verify that the potential adopter or foster caregiver has not been convicted of animal abuse anywhere in the United States, thereby increasing the odds of placing the animal in a safe home. Please help these defenseless animals who cannot speak for themselves.
