The problem: Animal Abuse Animal Neglect Overpopulation The Solution:1.) We need to make everyone who wants to own or already owns an animal, take a special course (either free or fairly cheap) if they want to buy, rescue, or continue to keep their animal(s). Everyone to take the class would be put into a registry and given a permit or license, stating what type of animal(s) they could own.2.) Any person(s) owning animals and NOT having a special BREEDING license, MUST get their pets spayed or neutered. Prompt fines to be allocated to those who do not follow protocol.3.) ALL Animals MUST be in the BREEDING REGISTRY in order to breed, along with a SET number of times that animal can breed in a 5 year time span.
