Create a national armory to store and register all guns. The armories could be kept at authorized shooting ranges. When you wish to use your gun(s), check them out for a limited time period, say 24 hrs. This allows folks to still use guns, but control their use and track who is carrying. If anyone is caught carrying a gun either not registered, or past check out time then they would face harsh penalties. People could still own as many guns as they want, and any type, but also reduce dangerous situations. Only police, security, and military would be exempt.
