We petition the Obama Administration to create a National Broadband Act in similar spirit to the Federal Aid Highway Act of 1956.
A National Broadband Act would entail:
1) Classification of Internet as a public utility and affirm that easy access to knowledge is a fundamental human right.
2) A minimum standard of service by which all states,counties,boroughs, and parishes would need to see implemented.
3) Appropriation of funding to build a fiber optic network to service all residences, businesses, and public facilities in the continental United States.
4) An agency shall be created with regulatory authority to oversee the Act's implementation.
5) Classification of the infrastructure as a matter of National Defense and using Defense spending as part of the funding.
