Create national child support guidelines, of which the states of the union must comply with.

Create National Child Support Guidelines that include child support rates and rules that states of the unions must follow. These rates must be in accordance with the cost of living that the case is presented in. Additionally, add a "Accountability Clause" that the person receiving the child support must prove that the funds presented by the payer are going towards the best interest of the children upon request or yearly.
Lastly, the collected from the payer must be taken before federal and state taxes and presented in a form of taxable income to the receiver of the child support.
These guidelines will make the child support system more universal and create for less grey area within the child support system.
