Enact a new amendment to the US Constitution: Allow citizens to place an initiative on the national ballot, to be voted on during national presidential elections, as overseen by the Federal Elections Commission. If such an initiative were passed, it would head to the Supreme Court for judicial review; if the Supreme Court found it to be constitutional, it would become law, bypassing Congress and the President. In order to place an item on the national ballot, citizens would need to collect signatures from either:
- 1% of the registered voters in at least a majority of the states and territories of the United States eligible to vote for the President of the United States
or
- 1% of the registered voters nationwide who are eligible to vote in a Presidential Election
