Empower individuals to protect themselves by creating a national carry concealed permit (CCP).
Currently most states allow CCP, but each has its own requirements. The federal government should establish standards for marksmanship and training (know when it is allowed to use lethal force).
Many studies have shown that CCP holders are responsible for less than 1% of crimes committed. These are the people you should want to expand gun rights for. Just google: concealed carry crime rates

This new permit shouldn't replace state CCP's. This can be an elevated permit with stringent requirements for certification and renewal.
