Create a National Database of Animal Abusers for rescue groups to use to screen out unworthy adopters

Animals are abused everyday in the United States and often times even after the animal has been removed from the offender's home they will find a way to adopt another pet to continue the cycle of violence. A national database of animal offenders would assist rescue groups in screening out potential offenders in their adoption process, especially in the cases when the offenders move frequently.
