The Justice Department would manage a national database of state/local law enforcement to collect and analyze all police firearm discharges, on and off duty.
Included would be demographics and tenure of the officer discharging his weapon, demographics and criminal record of the target/vicim, brief description of the incident (why was a weapon fired), police/legal investigation, injury/death report, type of firearm, total shots fired, collateral damage, officer's record (awards/reprimands), witnesses, and other relevant data mitigating or extenuating the actions of the police officer and/or the victim.
A comprehensive annual report would be publicly distributed and a critique/observation/recommendations by the President and Attorney General would be offered.
