Create a national database for those mentally ill and required gun's backgrounds to check against it before approvals.

The federal government should create a national database where licensed professionals may report anyone with mental illness who they believe do not hold the capacity to have a firearm. Firearm's background checks should have the applicant's name check against this database for possible disqualification or supervision. Background checks should be mandated for any exchange of firearms whether be a sale or trade.
