This data base will prevent those who are mentally ill or those who live with the mentally ill from acquiring a firearm of any kind. This woud only work if there are background checks on everyone in the country who want to purchase a weapon. Law abiding citizens wouldn't be affected and retain their second ammendment right. The majority of mass shootings were committed by the mentally ill acquiring weapons without obstructions.
