Create a national directive to rebuild the electric grid to prevent power outages in severe storms.

In light of the recent increase in powerful storms that have had disastrous impacts on the electrical grid, please create a national mandate that all electrical energy producers will begin to build a new electric grid that will withstand severe weather.
Hardening of the grid would include burying utilities underground wherever possible, including very high capacity fibre to improve telecommunications to every home and business. Also take advantage of any opportunity to incorporate solar generation, wind power, hydroelectric, and storage for off-peak use.
A simple plan to levy fines against producers who do not commit to improvements would allow this plan to be revenue neutral.
The number of jobs created by this nationwide rebuilding would end unemployment in one bold stroke.
