It is time that owners be put on a national list if they dump their pets for controllable reasons such as I am moving and can't take them with me, we are having a baby, we don't have time for them. Pets are forever and when you adopt them it is your responsibility to take care of them. They should never be able to adopt again. Neither should animal abusers. Stop the euthanasia of animals because of owners who are not responsible. Its time for them to not be able to get an animal. We make a registry for do not call so why can't we have one for a good reason. Animals are suffering because of human ignorance. I plead with you to please get this petition to congress and senate so that 8 million animals will not be euthanized this year.
