Similar to the National "Do Not Call" Registry, http://en.wikipedia.org/wiki/National_Do_Not_Call_Registry, pass appropriate laws and enable registration to allow residents to opt out of receiving unsolicited junk mail via a National "Do Not Mail" Registry. This could dramatically reduce the environmental impact of producing paper for and printing junk mail.
