Create a national drivers license for non-citizens to use in all 50 states and territories.

Having a primary ID and being able to drive should not be denied to non-citizens who pass the driving laws. This would also be a way to make it easier to identify non-citizens for law enforcement so they don't have to ask about citizenship but could instantly know to question this. In light of the Boston bombings, it is very important for law enforcement to easily access who is in this country illegally and whose student visas have expired. Requiring immigrants to have this document would make it easy to deport if they are found and easy to attribute criminal records to if they are required to get these cards to remain here legally.
