Create a national education campaign to educate the public that smoking medical marijuana while driving is not legal.

When asked whether it is legal to smoke medical marijuana while driving, you will likely get a lot of "yes"' "no" and "I'm not sure" responses. That it is even a question would indicate that it is not general knowledge. We have seat belt and alcohol education campaigns, so I petition that the government create a national education campaign to make it clear to the public that a medical marijuana card does not make it legal to smoke marijuana while driving.
