Create a National Educational Grid, connecting all schools in low income districts to connect to the best schools

A system of technology that allows small school districts that don't have the money for staff or resources to educate the poorest and those who have the least by connecting to those communities that can share their expertise. Not only connecting schools with other schools, but with higher education facilities and industries that can broaden the the scope of the smaller communities.
