Create a national fund to improve upon the united states internet infrastructure.

I believe that the united states is falling behind in the technology race and I believe that if a fund were to be set up to encourage the improvement of the united states' internet infrastructure the american people would greatly benefit from the creation of a faster and more reliable internet and the resulting rise in the availability of cheaper faster internet.
