Create a national gun and ammunition registration program which requires all gun owners to carry liability insurance.

Anyone who purchases a gun needs to have a background check and be registered within a national identification system in order to obtain ammunition. All gun owners should be required to carry liability insurance. Insurance premiums would fund public services impacted by gun violence and misuse and provide compensation for victims. Gun owners collectively should be responsible for the costs inflicted on the public from guns in society. If we can have requirements for an identification system to vote, and require people to show their papers to prove their citizenship, then surely requiring people to become registered for gun ownership is just as important to society.
