Create a National Gun Buyback modeled on Cash for Clunkers.

After the terrible shooting in Newtown, CT, some cities have had remarkable successes with gun buybacks. Let's have a national gun buyback that also serves as an economic stimulus and support for our first responders. During a designated period, people could voluntarily turn in firearms to any police stations with no ID and no questions asked, in exchange for cash. The federal government could pay something on the order of $250 per gun, with $200 going to the person turning in the gun, and $50 going to the police department collecting the gun in order to pay for administration of the program and generate funds for gun safety education and outreach. The idea is modeled on cash for clunkers: let's use stimulus money to do good, this time by making our nation safer.
