Create a national healthcare system where doctors are usually reimbursed by the government at a negotiated rate.

In some countries like Canada health care is paid for by the government in part anyway covering expenses and compensating doctors at a rate which is agreed upon by the government and the doctor. Though this would not cover all service I believe that we should have something that can at least cover emergency services because many people in this country are sick and will not seek treatment for fear of being in debt.
