A National ID card including DNA, iris and fingerprint collection (US birth abroad, Diplomatic and lawful entry exempt). An offer of temporary deportation would be required. But the effort would provide a taxpayer Id number for continued taxable employment and a positive first step in identifying those who have come to the US with less then honorable intentions. It will also provide a mechanism for separating and removing them from the folks who have come to our country for a better life.
