Create a national interstate water storage and transport system.

The purpose of this system is to alleviate/eliminate flooding, drought and excessive snowfall.
If flood waters could be diverted to storage, businesses and schools might stay open and lives and property be saved. Additionally, deployment of emergency personnel could be minimised during such times.
Areas of drought might be supplied by neighboring municipalities or states with an excess of water in storage.
Excessive snowfall would have a place to go to keep roads , parking lots and vacant lots clear.
Storage capacity could be borrowed from neighboring municipalities and states as needed, depending upon changing local conditions.
