Create a National Job Bank where the unemployed can quickly be re-employed with a temporary partial wage subsidy.

We petition the government to create a National Job Bank, where private employers may hire unemployed workers at a wage discount from the market labor price with the discounted portion of the wage to be paid by the government. The discount will vary via a real time employer bidding system.
This is superior to the unemployed worker going on welfare or receiving unemployment benefits because it will bring in tax revenue to offset or eliminate the cost of the program.
This must be a temporary subsidy and there must be checks in place to prevent abuse of this program by employers who dismiss long term employees to hire new discounted employees.
Creation of the National Job Bank will be the most cost effective way for private employers to put to work the vast unused pool of labor in the USA.
