Create a National Lottery based on the people placing a 1 dollar ticket, based on their SS number.

Each month the United States would hold a Federal Lottery. People would pay $1.00 and their SS# would be entered into a drawing. There would be 5 winners of one million dollars tax free and the profit would be credited towards the deficit
