create a National Lottery System with the Primary goal of paying off the National Debt!

Create a National Lottery which collects money much like states do, but, with better odds of payoff. The system would be played daily with 40% of the proceeds used to pay the debt with priority to pay foreign countries. The remaining 60% then would be divided among those with six numbers. If nobody has six numbers, then split of the remaining money would go to those with five numbers, etc. right on down the line with all proceeds left after paying on the debt being returned to those who played. While people hate taxes, this is a way of collecting money with great odds of getting more back. Once the debt is under control, the money can then be used to support the National Health Care System. This lottery system should be implemented immediately!
