A National Lottery, similar to state lotteries, power ball, or mega millions. Tickets sold at the post office, embassies or licensed Vendors. The amount collected from the lottery would be used to pay down the national debt. Scratch off ticket campaigns could be used to fund specific projects. The ticket cost would break down into these percentages. 50% going to pay down national debt, 25% to prize pay out and 25 % for cost to run lottery system. Initial cost to setup lottery system would be paid back over time so the program pays for its self and it's setup.
Anyone can play, but verified USA citizens get cash value of prize tax free, non-usa citizens have to pay 50% tax and Lottery investment groups or corporations pay 60-70% tax.
This would pay off our USA debt and fund the future.
