By creating a National Medical University similar to the service academies, every qualified student who meets the application standard can become a doctor or surgeon. In lieu of student loans, the graduates will agree to be assigned to public hospitals and clinics for their residency and six years of service.
While in school they will receive a stipend for expenses and when they become doctors, they will receive a salary based on their assignment and specialty.
At the completion of their national service requirement, they may continue as career doctors in the national health corps or they may opt to enter the private sector, much like our current military officers.
This program will be funded entirely by medicare and medicaid as these doctors will be provide care to all Americans.
