Create a national memorial for all of the merchant mariners and civilians who lost their lives during WWII in US waters.

During WWII many civilains and merchant men were killed by enemy submarine action off of the coastal US. Torpedo Junction off of the coast of NC saw most of this. Cape HAtteras National Seashore would be a proper location for this monument.
