They may just need someone to talk to, or they may be looking for a referral of a mental health physician in their area who is taking new patients and accepts their insurance. The hotline would be staffed with mental health advocates all across the nation who would take the time right then to assist by navigating the network of insurance companies, organizations, and doctor's offices to help callers find where they can get the best help in their area. A one stop call in number to address the need for proactive care.
