Create a national monument honoring the legacy of Timothy "Tim Dog" Blair.

Though hip-hop recording artist Timothy "Tim Dog" Blair's time in the spotlight was brief, his impact on American music is indelible. Indeed, the Bronx-bred emcee was an innovator on par with many of this country's most revered creative minds. In Tim Dog, one can see shades of Walt Whitman, Duke Ellington, Herman Melville, and Aaron Copeland; artists who managed to capture the essence of what it means to be an American. Though his opus, the 1991 album Penicillin on Wax, paints a decidedly dark picture of contemporary American life, Tim Dog manages to capture the zeitgeist of urban America, embodying the brash confidence displayed by so many of our greatest patriots. We propose that he be honored by a monument in our nation's capital, a fitting tribute to a true American original.
