Every region of the country is vulnerable to some form of natural disaster, including blizzards, earthquakes, fire, flood, hurricanes, ice storms, mudslides, tornadoes, wind, and more. The federal government is called on to provide disaster relief more and more frequently, especially to those who are uninsured or under insured. The Congress should replace the National Flood Insurance Program with the National Natural Disaster Insurance Program. All real estate owners -- private and commercial -- would be required to purchase such insurance. As with the NFIP, premiums would be based on both the value of the property and the risk of natural disaster.
