Copyrights were instituted by the Constitution for the explicit purpose of enriching American culture and encouraging creativity. However, perverse incentives have turned the copyright system into a means of wealth for a small number of copyright lawyers and rights holders. The disproportionate lawsuits and extortionate license fees levied on creators who quote or even name a copyrighted work as part of their own work stifle creativity and impoverish our shared cultural heritage.
We therefore ask you to put before Congress a bill that would take copyright protection out of the hands of non-creators who game the system for profit. Set fixed default fees for the fair use of copyrighted material, and limit lawsuits and prosecutions to actual pirates and plagiarists.
