The US constitution requires every citizen to enter a militia and fight and kill for America to protect the US constitution. Furthermore, the Navy Yard murders of 9/15/2013 point to a general failure of US militias to appropriately vet personnel. While an improved vetting process may help some agencies, in the event of war requiring wholesale and rapid uptake of arms by all eligible citizens (e.g. War of 1812), all militias should know, in advance, who should be banned from participating in militias. Thus, to better serve current and future homeland security and militia recruiting needs, a centralized database that includes psychological profiles of every US Citizen will help to reduce weapons crimes by militia participants.
