Create a national referendum for gun control

I am a proponent of the right to bear arms, but National Referendum:
1.) Safe lockers for firearms is mandatory across each state
2.) Trigger Locks for all firearms. It's a preventive measure so your firearm is your firearm and can only be used by, or under your supervision. If found in failure of either step a parent should be charged with negligence.
3.) On going extensive back round check, updated in a digital database. Including what medications an owner is taking, as well as if they sought counsel from a therapist or psychologist and for what
4.) In depth IQ, psychological, mental test including family history
5.) On going criminal check, cases of violence can impede on right to own a gun
6.) Fingerprint and hair follicle test for drugs
7.) Red Flag for x amount of ammo/gun purchase
