Create a national referendum vote to place a cap on taxation powers. Creating a percentage based limit on total taxes.

Create a ballot initiative to allow a popular vote to place limits, based on percentage of income, on the taxation powers of federal, state and local governments. All taxation levied will be counted to the percentage limit. The exact percentage that all levels of government would be allowed to access, would be determined at the appropriate level. The only method to bypass this limit would be a bond offering, that the people ( taxpayers) would NOT be bound to repay in case of default. This would put before the people a direct vote issue, removing representatives from the issue, on the taxation and spending policies of the government.
