create a national registry of individuals who have injured, killed, maimed or displayed cruelty to animals.

This petition is created with the hope of creating a national registry of persons whom have mistreated animals in any way. If an individual mistreats another human being, there are laws in place to ensure that during a background check their prior behavior can be noted, however there is no such registry for individuals that have abused, killed, maimed and generally mistreated animals. Any individual that would harm an animal should have their behavior follow them and show up on a background check.
