Create a national registry/database for those convicted of animal abuse.

Animal abuse happens all the time. We can help stop abusers from getting more victims. With a national registry, breeders, shelters, rescue groups, clubs, veterinarians, and even people who happen to have "backyard litters", from allowing those convicted and on the list from obtaining animals that will be abused, neglected, or even worse, used for illegal activities such as fighting or sport killing. Some states already have laws similar to this, but a national database should be open to the public. This will allow for a simple check to possibly help defend those who can't speak for themselves.
